How to Stop the Drop in Verbal Scores

I chose "How to Stop the Drop in Verbal Scores" ,by E.D. Hursch Jr., because of his constant nag of droping verbal scores on the SATs. His explanation for this is that children at an early age need to get the gist of what they are learning and then they will acquire more words and get smarter from that. His pressure on the schools and teachers is quite high, but what about the students?
I like this text because he has some good reasoning and suggestions of verbal scores but puts too much of the blame on education and teachers in my eyes. Teachers can only do so much. Is it enough?
